Separating the two ideas. Effectiveness is about directing resources at the right objective; efficiency is about the output obtained from what is committed. Analysing why the difference matters at Halden, a build crew achieving exceptional metres of duct per shift in a village where take-up will be low is efficient and ineffective, and the second failure is the expensive one because the asset is then stranded for its whole life.
Cost per premises passed as the governing measure. The economics of fibre build reduce to a single number, the cost of passing each premises, against which the business is funded and valued. Analysing the consequence, every resource decision is ultimately a movement in that figure, and it makes resource efficiency the primary determinant of whether the network is viable rather than one performance measure among several.
Capital intensity and the cost of idle resources. Analysing a feature that distinguishes this business from most, the resources are largely committed in advance: crews are contracted, materials ordered against a build programme, vehicles leased. A week of delay does not reduce cost, it moves it, because the crew is paid whether the wayleave has been granted or not. Idle resource here is a direct loss rather than a deferred one.
Sequencing dependency. Analysing the operational reality, the resources must arrive in order. Ducting before cable, cable before splicing, splicing before commissioning. Buchanan and Huczynski (2023) describe such sequential interdependence as the configuration most vulnerable to disruption, because a shortfall at any point idles everything downstream regardless of how well those stages are resourced.
Working capital. Analysing the cash dimension, materials bought ahead of a build phase are cash converted into stock sitting in a yard, and in a business drawing down investment against milestones the timing of that conversion matters as much as the amount.
Failing in both directions. Analysing why this is a balance rather than a minimisation, under-resourcing halts build and incurs standing charges for idle crews, while over-resourcing accumulates material in yards where it deteriorates and is stolen. Halden has done both within a year: a fibre shortage that stopped two crews for eleven days, and £180,000 of ducting ordered for a phase subsequently deferred.
Value stream mapping. Charting each step from wayleave application through to a live connection, distinguishing steps that add value from those that do not. Examining what it revealed at Halden, elapsed time from survey to build averaged 71 days of which 12 involved anyone doing anything, the remainder being queues and approvals. Examining the implication, effort directed at making crews faster addressed 17 per cent of the elapsed time. Standard work and repeatable method. Documented method for each build activity, with defined outputs per shift. Examining its function, standardisation is what makes resource planning reliable, because a plan built on average productivity is meaningless where productivity varies threefold between crews. Resource leveling across the programme. Smoothing crew and material demand across build phases rather than allowing peaks and troughs. Maylor and Turner (2022) treat levelling as the principal technique where resources are fixed and demand fluctuates, which describes a build programme constrained by crew availability. Demand and capacity reconciliation. A recurring cycle matching the build programme against available crews, materials and vehicles, run monthly with commercial, delivery and procurement present.
